Details:
After upgrading to Windows 2000 SP4, some sites ran into problems opening the tools depot on Unity 3.1(3) through 3.1(5) systems. A defect record was opened up for this which can be found here:http://www.cisco.com/cgi-bin/Support/Bugtool/onebug.pl?bugid=CSCec11801&Submit=Search
The files available here will fix the above noted problem. To apply the patch:
1) Close the Tools Depot if you have it running.
2) Backup your existing Tools Depot directory: <DRIVE>:\CommServer\Utilities\ToolsDepot
3) Extract the files in this patch to your Tools Depot directory: <DRIVE>:\CommServer\Utilities\ToolsDepot
4) Run Tools Depot.
